This Office offers statistical information about business activity in the borough. It also provides assistance to businesses for location planning. It also assists businesses in dealing with government agencies, and accessing city, state, and federal financial incentive programs. Referrals to appropriate agencies are provided. The Excelsior Jobs Program provides job creation and investment incentives to firms in targeted industries such as biotechnology, pharmaceutical, high-tech, clean-technology, green technology, financial services, agriculture and manufacturing. Firms in these industries that create and maintain new jobs or make significant financial investment are eligible to apply for up to five tax credits. The Program encourages businesses to expand in and relocate to New York while maintaining strict accountability standards to guarantee that businesses deliver on job and investment commitments. Program costs are capped annually to maintain fiscal affordability and ensure that New Yorkers realize a positive return on their investment.

Formerly known as EWVIDCO, Evergreen manages the Greenpoint/Williamsburg and North Brooklyn Industrial Business Zones and the North Brooklyn Empire Zone. Through the NYC Industrial Business Zone (IBZ) program, Evergreen is responsible for meeting the business service needs of more than 10,000 industrial businesses in the Greenpoint/Williamsburg and North Brooklyn Industrial Business Zones and Ombudsman Zones. These businesses depend on Evergreen for free, quick and reliable assistance with tax credits, incentives, financing, real estate and relocation assistance, energy and green issues, workforce needs, and advocacy. Evergreen provides these services in concert with government agencies, nonprofit organizations, and community organizations.
The Greenpoint Manufacturing and Design Center (GMDC) is the premier nonprofit industrial developer in New York City. It creates and sustains viable manufacturing sectors in urban neighborhoods through planning, developing, and managing real estate and offering other related services.
GMDC’s proven method includes:
- Acquiring, rehabilitating, and managing neglected industrial properties
- Acting as advocates through collaboration and coalition building among key stakeholders
- Creating and influencing industrial development policy
- Building the field and promoting its model by publishing, presenting at conferences, and providing technical assistance to other communities
