Arbitrary imprisonments : at a most numerous and highly respectable meeting, held at the Crown and Anchor Tavern, Strand, on the 2nd of February, 1818, Sir Francis Burdett, Bart., M.P. in the chair, it was unanimously resolved ... that experience has lamentably proved , that the frequent suspensions, during the last 24 years, of the 31st of Charles the Second, commonly denominated the "Habeas Corpus Act," have not only deprived the people of the valuable benefits of that statute, but under the colour and pretext of merely supending that law, powers have been vested in His Majesty's ministers, by these acts of suspension, wholly incompatible with a free country, placing every man's person at their disposal : which is a total subversion of the common law of the land, and first principles of society, thereby creating a despotism worse than that of Algiers, because its injuries are inflicted under the mask of law.
