To the inhabitants of the state of Vermont [electronic resource] : friends and fellow citizens : pursuant to appointment by the legislature, and instructions from the governor and council of this state, I waited on the General Court of New-Hampshire, at their sessions in June last, and delivered the public writings intrusted me by the Governor of this state, to the President, which were read in Council, and sent to the House for their inspection.
