- Summary
- The operation of the Rikers Island Cogeneration Facility on Rikers Island, N.Y., requires a Title V Facility Air Permit modification, which is being sought from the New York State Dept. of Environmental Conservation (NYSDEC). The NYSDEC requires the permit applicant, the New York City Dept. of Correction (NYCDOC), to develop and execute a public participation plan as part of the environmental permit review process. Part of the NYSDEC permitting process requires NYCDOC to actively solicit community participation which resulted in the creation of this public outreach package.
- Cogeneration is a process that uses a single fuel source (in this case natural gas) to produce both electricity and usable heat through combustion turbines with heat recovery steam generators, thus making a more efficient use of natural gas than conventional boilers.
