- "Two catastrophic fires in 1800, one in the War Department, the other in the Treasury Department, destroyed the earliest Revolutionary War pension application records. These records consisted primarily of claims for relief based on death or disability suffered during the War. As a result of the destruction of these early records, pension application papers on file at the National Archives do not begin before the year 1800...".

- "Nevertheless, certain pension records pre-dating the critical year 1800 survive in the form of Congressional reports, and these reports would appear to be the earliest Revolutionary War pension records extant... The original claims were submitted to the War Department in accordance with legislation adopted in 1792 and were subsequently collated and presented to Congress as reports, by reason of which the essential information in the claims has survived. Within each of the nine reports the claims are arranged by state, giving, generally, name, rank, regiment, description and circumstances of wounds incurred, extant of disability, and information regarding pension, place of residence, and physical fitness" -- Introd.
