- Professor E. A. Toppin discusses the situation which the slaves encountered in the North between 1790 and 1860, including the hypocrisy of the Northern industrialists, the attitude of white workers, the laws which discriminated against the free Blacks, and effect of the Dred Scott decision in 1857. Mr. Toppin compares conditions in the North before the Civil War with conditions today.
