Included in this searchable database are programs which offer business advice, loans, grants, location assistance, and a wide range of other services for small businesses throughout the city — often at no cost or for a low fee.
Developers of commercial, industrial or retail facilities, as well as other types of facilities within the areas of Upper Manhattan and the South Bronx designated as the Empowerment Zone, can access triple tax-exempt bond financing. Reductions in mortgage recording and sales taxes may also be available. Borrowers must, among other requirements, commit to employ Empowerment Zone residents to be eligible for the program.
Energy Cost Savings Program (ECSP) is an energy discount program administered by the Department of Small Business Services (SBS). The program reduced energy costs for businesses that (a) relocate to, (b) make improvements to property in, or (c) lease space in, previously improved buildings in Manhattan above 96th Street or in Brooklyn, Queens, the Bronx, or Staten Island. New Yorkers turn to FIT for practical know-how and support to build successful businesses and to upgrade the computer skills indispensable in today's business and design environments. For over two decades the Enterprise Center has served those at the intersection of art and commerce with credit and non-credit classes, certificate programs and special events.
The Entrepreneur Assistance Program combines intensive 15 week classroom training and one-to-one consultation that helps participants complete an effective business plan. Students learn to identify markets and customers and identify business cycles and production schedules. Marketing strategies, financial statements and projections, real estate and location issues, and insurance and licensing requirements are also covered. Program graduates may be eligible for business financing.
The Environmental Revolving Loan Fund [RLF] provides interest-free loans to Bronx businesses and building owners to encourage the use of energy efficient measures and new technology. The goal is to improve air quality throughout the Bronx. The RLF targets several areas of energy efficiency and new technology: green roof development; boiler retrofits; upgrades to electric forklifts; upgrade of trailer refrigerator units to duel-fuel capacity; and development of new environmental technology.
Formerly known as EWVIDCO, Evergreen manages the Greenpoint/Williamsburg and North Brooklyn Industrial Business Zones and the North Brooklyn Empire Zone. Through the NYC Industrial Business Zone (IBZ) program, Evergreen is responsible for meeting the business service needs of more than 10,000 industrial businesses in the Greenpoint/Williamsburg and North Brooklyn Industrial Business Zones and Ombudsman Zones. These businesses depend on Evergreen for free, quick and reliable assistance with tax credits, incentives, financing, real estate and relocation assistance, energy and green issues, workforce needs, and advocacy. Evergreen provides these services in concert with government agencies, nonprofit organizations, and community organizations.
The Excelsior Jobs Program provides job creation and investment incentives to firms in such targeted industries as biotechnology, pharmaceutical, high-tech, clean-technology, green technology, financial services, agriculture and manufacturing. Firms in these industries that create and maintain new jobs or make significant financial investment are eligible to apply for up to four new tax credits. The Program encourages businesses to expand in and relocate to New York while maintaining strict accountability standards to guarantee that businesses deliver on job and investment commitments. Program costs are capped at $500 million annually to maintain fiscal affordability and ensure that New Yorkers realize a positive return on their investment.
Companies developing facilities on publicly-owned docks and wharves or developing solid waste recycling facilities can access triple tax-exempt bond financing. Reductions in mortgage recording and sales taxes may also be available. Private companies developing transportation or related facilities located on docks and wharves or solid waste recycling facilities are eligible to use triple tax-exempt bonds to finance the construction, renovation and equipping costs associated with these projects. Recycling companies may also be able to use triple tax-exempt bond financing for site acquisition.
The Fashion Sourcing Network continues the work of the Garment Industry Development Corporation – GIDC - a non-profit organization established in 1984 to strengthen and support local apparel manufacturing in New York. The GIDC was the connection to New York's best apparel manufacturers and the Fashion Sourcing Network will continue to provide sourcing referrals to local apparel contractors and service providers as well as trim and accessories resources. The Network also continues GIDC's designer development program "Showroom New York" which provides a showroom and advisory services to fashion designers who produce locally. The Network provides training and technical assistance to New York apparel manufacturers and workers. The Fashion Sourcing Network is the link between designers and New York's apparel manufacturers.
The Fifth Avenue Committee, Inc.
