<p>Tyrone Pitts, an ordained minster of the American Baptist Church, received his B.S. from Virginia State College and his M. Div. from Colgate Rochester Divinity School of Crozer Theological Seminary in Rochester, New York. From 1980 to 1989, Pitts served as the Director for Racial Justice for the National Council of the Churches of Christ in the U.S.A. (NCC). Prior to his work at NCC Pitts served as Director of the Mutual Assistance Minority Program of the American Baptist Church and as an Associate Minister of Church Mission at the Calvary Baptist Church in Washington, D.C. He also worked as a teacher-counselor in the Rochester, New York school district.</p>
<p>The NCC, founded in 1950, is an ecumenical organization made up of member communions, including Protestant, Orthodox and Anglican church bodies. Through its programs the NCC work encompasses a wide range of activities that further Christian unity, promote social justice and serve people throughout the world.</p>

<head>Scope and Content</head>
<p>The Tyrone Pitts/NCC papers span the years 1951-1989 and document many aspects of the NCC's work, especially its Division of Church and Society. In particular the papers reflect the work of Tyrone Pitts as Director for Racial Justice for the NCC, with special emphasis on his role in the Racial Justice Working Group and the Ecumenical Minority Bail Bond Fund. The collection does not contain any personal information relating to Tyrone Pitts. The earliest dated material is represented only by NCC resolutions. The bulk of the collection is dated 1980 - 1989.</p>
<p>The papers document the NCC's social justice programs and its particular focus areas in the 1980's. These include racial justice, civil rights, racial violence, Native American rights and justice for farmworkers. Through educational programs, work with NCC member denominations and ecumenical agencies, and social action programs, Pitts worked in the NCC to effect social changes in these areas.</p>
<p>In addition the collection contains some information on the general organization and administration of the NCC in this period. The printed matter an subject file contain a broad range of material on a variety of topics which were of interest to Pitts as Director for Racial Justice.</p>
<p>The collection is organized into seven series: Correspondence, National Council of the Churches of Christ in the U.S.A., Division of Church and Society, Subject Files, Printed Matter, Prayer Services/Sermons and Proposals. </p>

<p>The <emph render="bold">CORRESPONDENCE, 1980-1989, </emph>(1.2 lin. ft.) files reflect the broad scope of Pitts' work within the NCC and with other organizations and agencies with racial and social justice programs. The correspondence is almost exclusively incoming and includes letters, memos, reports, and invitations. Correspondence related specifically to the Racial Justice Working Group and the Ecumenical Minority Bail Bond Fund can be found in those files.</p>
<p>Internal NCC correspondence in the form of memos makes up a significant portion of this series. These memos include information on meetings, issues and NCC policy and administration. Also among these are numerous bulletins from other NCC sections and committees, most notably the Church World Service Disaster Response Committee.</p>
<p>Outside organizations represented include the Christic institute South, the Southern Organizing Committee for Economic and Social Justice, the Church Coalition for Human Rights in the Philippines, the East Coast Farmworker Support Network, the Baptist World Alliance, the United Church of Christ Commission on Racial Justice and the World Council of Churches Programme to Combat Racism. Among the major issues addressed are racism, civil rights, Southern Africa, the rights of Native Americans and Native Hawaiians, the situation of Koreans in Japan, and the condition of farmworkers.</p>

The earliest dates are represented in a file of NCC resolutions, but the bulk of the series dates from 1982 to 1989. Although the entire collection relates to the NCC, this series includes material not specifically related to the functions of the Division of Church and Society or to pitts' work in that Division. The material in this series is more descriptive of the general operations of the NCC. <p>The <emph render="bold">NCC Administration </emph>files, 1981-1989, are not complete but include minutes and agendas of meetings of the executive committee and governing board, the elected staff, the Cabinet and the staff conference. In addition there are copies (from different years) of the bylaws, constitution and standing rules of the Governing Board of the NCC. There is one folder of material on the Committee of Fifteen which was created in 1988 to study and report upon the future organization of the NCC.</p>

<p><emph render="bold">NCC Resolutions, </emph>1951-1989, include resolutions adopted by the Governing Board, policy statements and a few proposals and draft resolutions. They reflect the official NCC position on a wide variety of social and political issues including immigration, human rights, violence and racial strife, Latin America, the Middle East, agricultural workers and prison policies. The resolutions often originated in the various divisions of the NCC and were then presented to the Governing Board for approval. The files of the Racial Justice Working Group include drafts of proposals that were eventually submitted to the Governing Board.</p>

<p>The NCC and its various divisions sponsored many programs ranging from full scale conferences or consultation (as some of the programs were called) to lunchtime seminars and briefings. They also lent their support to national programs such as the 20th Anniversary Mobilization commemorating the 1963 March on Washington and the American Family Celebration in 1988. The files of <emph render="bold">NCC Sponsored Programs, </emph>1981-1989, include programs, memos, minutes, agendas, correspondence and planning documents. Programs which were not extensively documented are filed chronologically by year. Separate files were created for programs for which there was a substantial amount of material. These include the two programs noted above as well as a Consultation on the Crisis in Robeson County in 1989. There is also a separate file for the National Conference on the Black Family/Community and Crack Cocaine, also held in 1989, for which Pitts served on the planning committee.</p>

<p>The series <emph render="bold">DIVISION OF CHURCH AND SOCIETY (DCS), 1979-1989, </emph>(2 lin. ft) was organized in 1973. The Division addresses social concerns through education, study, direct action and social service. Kenyon C. Burke was named Associate General Secretary of the Division in 1980. Tyrone Pitts was the Director for Racial Justice for the Division from 1980 to 1989.</p>
<p>Much of the Division's work is carried out through Working Groups. These groups include representatives of churches (most of which are NCC Members), and religious and community organizations, as well as women and minority members. The groups, which are usually formed for a stipulated period or to accomplish a particular objective, work within the framework of NCC policy. During the 1980's DCS Working Groups included: Health and Welfare, Eco-Justice, Justice for Women, Racial Justice, Evangelism, Domestic Hunger and Poverty, and Child Advocacy. The Ecumenical Minority Bail Bond Fund emerged from the Racial Justice Working Group and was governed by participating communions of the NCC.</p>
<p>In addition to general and administrative records of the Division, this series documents the work of the Ecumenical Minority Bail Bond Fund and the Racial Justice Working Group and Pitts' work with both groups. Other working groups of the Division are represented by individual items, or in the case of the Health and Welfare Working Group, by several folders.</p>

<unittitle>Ecumenical Minority Bail Bond Fund</unittitle>

<p>The <emph render="bold">Ecumenical Minority Bail Bond Fund </emph>(EMBBF) was established in 1976 to provide bail for racially ethnic people who were poor, social dissenters or political activists. The Fund covers cases where there is an indication that because of prejudice toward the defendant, the bail process guaranteed by the Constitution is being abused by requiring excessive bail. Money for the fund is donated by NCC communions.</p>
<p>The records of the EMBBF, 1981-1989, include meeting agendas and minutes, correspondence, memos, planning documents, applications for aid, court papers and budget information. Among the notable cases in which the Fund supplied bail were those of Rita Silk Nauni, a Native American woman accused of killing a police officer and Rene Hurtado, a Salvadoran refugee seeker.</p>
<p>The most extensive documentation exists for the case of Eddie Hatcher and Timothy Jacobs, for whom the EMBBF posted bail. In 1988 Hatcher and Jacobs, both Tuscarora Indians, took over the office of <emph render="italic">The Robensonian, </emph>the daily newspaper of Lumberton, North Carolina. Their actions were calculated to draw attention to the discrimination against Blacks and Indians in Robeson County. The county had a long history of racial discrimination and official corruption and the case brought national coverage to the problems in the area. (Additional information in Robeson County can be found in the papers of the Racial Justice Working Group, in the Subject file on Robeson County and in NCC Sponsored Programs: Consultation on the Crisis in Robeson County 2/89). The papers relating to the Hatcher/Jacobs case, which include correspondence, memos, court documents and clippings, have been filed separately.</p>

<p>The <emph render="bold">Racial Justice Working Group </emph>(RJWG) was founded in 1974 with the purpose of bringing &#x201C;representatives of Church and Society together to share concerns and define issues and actions that promote racial justice.&#x201D; The files of the RJWG, 1980-1989, document the policies, priorities and work of the group. The records include minutes, agendas, planning documents, reports, correspondence, memos, budget files and miscellaneous papers. The RJWG was made up of regional networks and their work and membership reflected this geographical diversity. Among the members of the group during the 1980's were Joseph Agne, Julia Estrella, Cindy Luft, Alfonso Roman, Loretta Williams and Michael Yasutake.</p>
<p>The RJWG addressed many issues during the 1980's including the sovereignty of Native American nations, justice for farmworkers, racial violence, the erosion of civil rights, and the situation of new immigrants and refugees. Specific topics include the land claims of Native Alaskans, discrimination in Robeson County, North Carolina, discrimination at the U.S. Department of Agriculture and the farmworker's Grape Boycott. A 1985 East Coast Farm Labor Fact Finding Tour is documented by an itinerary, clippings and two extensive, but anonymous reports by participants. These items have been filed separately. The papers of the Prisoners of Conscience Project, directed by Mike Yasutake, which worked on the problems of political prisoners and more generally to change public policy on prisons, have also been filed separately.</p>

These subjects cover the broad spectrum of issues which were of concern to Pitts in his capacity as Director for Racial Justice. Subject areas include AIDS, the Caribbean, Latin America, Native Americans, Racial Violence/Hate Groups and Southern Africa. The topical files generally contain printed matter and miscellany while the organizational files may also include minutes of meetings and other administrative material. Individual files are arranged chronologically by year.</p>
<p>Additional information on many of these topics can be found in the files of the Racial Justice Working Group and in the general Correspondence. Material from those series was not separated and added to the subject files.</p>
<p>Files relating to Farmworkers, Native Americans, Racial Violence and Southern Africa are particularly well documented. Both farmworker and Native American issues were an important part of the Racial Justice Program as was the increasing racial violence in the United States. Material in the Farmworkers file, 1983-1989, includes articles and publications from the East Coast Farmworker Support Network and the National Farmworker Ministry which is related to the National Council of Churches. The file for Native Americans, 1980-1989, includes newsletters, clippings and other printed matter. Although the file has information on many areas of the country, Alaska, Wisconsin and the Northwest are particularly well represented.</p>
<p>The most extensive organizational files are those for the Black Theology Project and the National Interreligious Commission on Civil Rights (NICCR). The file on the Black Theology Project, 1983-1989, includes minutes, planning documents, reports and brochures. <p>Racial Violence/Hate Groups, c.1980-1989, contains clippings and printed matter from around the country. Much of the material is related to the KKK. For 1980, an extensive group of clippings from Birmingham, Alabama newspapers document the trial of Curtis Robinson (a black man accused of assaulting a Klan member), the discovery of Klan training grounds, and the suit on behalf of Viola Liuzzo (a civil rights worker slain in 1965). In addition to information on the KKK, there are articles about and printed matter from various &#x201C;Hate Groups,&#x201D; ultra-right political groups and blatantly white-supremacist organizations. In the latter category is a copy of a book called &#x201C;The Turner Diaries&#x201D; which some white supremacist groups claim as their blueprint for the future. It describes the takeover of the country by Aryans.</p>

It is not personally addressed to Pitts and much of it is undated. They are arranged in chronological order. It is not usually apparent which proposals were funded.</p>
<p>General Proposals are requests for fund, some of which are specifically directed to the National Council of Churches. Several of the proposals are not directed specifically to the NCC and may have been sent out to many different organizations. Pitts served as a Commissioner for the World Council of Churches Programme to Combat Racism which made grants yearly. The proposals in this file were probably sent to him for review.</p>
