The Bronx Overall Economic Development Corporation (BOEDC), the administrator of the Bronx Empowerment Zone (EZ), offers two loan programs for qualified Bronx Empowerment Zone companies. Both programs offer loans at a very low interest rate and long terms in return for the borrowers commitment to hire Bronx Empowerment Zone residents. The Business Assistance Initiative (BAI) can generally lend up to $1 million to finance up to half of a project's cost. The EZ Loan Fund can finance up to 80% of a project's cost up to loans of $200,000.

The Brooklyn Army Terminal [BAT]/NY City Biosciences Initiative is in the process of developing near term space for research, laboratory and bio-manufacturing uses. Located along the Brooklyn waterfront - at 140 58th Street and 1st Avenue in the Sunset Park section of Brooklyn - with easy access to Manhattan, Phase I at BAT will be anchored by several academic research and commercial bioscience operations. Phase I is the conversion of 300,000 square feet for research and bio-manufacturing space. Further expansion space exists at the 4.0 million square foot complex. Current tenants include clinical testing laboratories. BAT is located within an Empire Zone which provides certain as-of-right tax benefits.
This Office offers statistical information about business activity in the borough. It also provides assistance to businesses for location planning. It also assists businesses in dealing with government agencies, and accessing city, state, and federal financial incentive programs. Referrals to appropriate agencies are provided. The Brooklyn Economic Development Corporation [BEDC] is a 32 year old private, not-for-profit organization. As a multi-service agency working with government agencies, educational institutions, and the private sector, BEDC offers comprehensive business consulting and economic development services. BEDC offers technical assistance, financial assistance, location assistance, and entrepreneur training programs for start-up and early-stage entrepreneurs.

Build Now-NY's Shovel Ready Program is an initiative designed to give New York State an edge by pre-permitting sites for development. Build Now Shovel Ready-NY offers an inventory of locations for a wide range of other business profiles, making them ready for development when the opportunity arises and even creating opportunity. The site profiles include high technology manufacturing; warehouse/distribution/e-commerce centers; and multi-tenant business and technology parks.

Through this program owners or developers of manufacturing facilities may finance the acquisition of buildings and equipment, renovation and construction.
EWVIDCO serves industrial businesses located in Williamsburg, Greenpoint, and Bushwick. It offers general business development assistance; real estate, financing; ombudsman services; and employment job training and placement services through its affiliate Williamsburg Works. EWVIDCO manages the NYC North Brooklyn Industrial Business Zone and the Greenpoint-Williamsburg Industrial Business Zones, Williamsburg Valley In-Place Industrial Park, listed separately, and the NYS North Brooklyn / Brooklyn Navy Yard Empire Zone.
Companies developing facilities on publicly-owned docks and wharves or developing solid waste recycling facilities can access triple tax-exempt bond financing. Reductions in mortgage recording and sales taxes may also be available. Private companies developing transportation or related facilities located on docks and wharves or solid waste recycling facilities are eligible to use triple tax-exempt bonds to finance the construction, renovation and equipping costs associated with these projects. Recycling companies may also be able to use triple tax-exempt bond financing for site acquisition.
The Greater Jamaica Development Corporation {GJDC] supports economic development in the community with a wide range of programs and services. It administers the South Jamaica Empire Zone and the Jamaica Industrial Business Zone [separately described]. GJDC plans public improvements, economic development projects and programs, and works to facilitate development with public and private partners. In addition, GJDC administers several community-based loan funds including the Economic Development Administration Sponsored Loan Fund and the Minority and Women-Owned Business Loan Fund.
