The Bronx Overall Economic Development Corporation (BOEDC), the administrator of the Bronx Empowerment Zone (EZ), offers two loan programs for qualified Bronx Empowerment Zone companies. Both programs offer loans at a very low interest rate and long terms in return for the borrowers commitment to hire Bronx Empowerment Zone residents. The Business Assistance Initiative (BAI) can generally lend up to $1 million to finance up to half of a project's cost. The EZ Loan Fund can finance up to 80% of a project's cost up to loans of $200,000.

The Brooklyn Army Terminal [BAT]/NY City Biosciences Initiative is in the process of developing near term space for research, laboratory and bio-manufacturing uses. Located along the Brooklyn waterfront - at 140 58th Street and 1st Avenue in the Sunset Park section of Brooklyn - with easy access to Manhattan, Phase I at BAT will be anchored by several academic research and commercial bioscience operations. Phase I is the conversion of 300,000 square feet for research and bio-manufacturing space. Further expansion space exists at the 4.0 million square foot complex. Current tenants include clinical testing laboratories. BAT is located within an Empire Zone which provides certain as-of-right tax benefits.

The Brooklyn Navy Yard is a 300-acre 3.5 million square foot industrial park on the waterfront, currently housing aound 250 small and medium-sized businesses. It offers reasonable rents for prime city real estate ranging from $8 to $20 a square foot, in spaces from 500 to 100,000 square feet. Available spaces are in well-maintained, single and multi-storied buildings with elevator accessibility. Benefits include: self-contained business community with 24-hour security; NY State Empire Zone tax abatements; and an Employment Center to help business find qualified employees.

In addition to standard Empire Zone [EZ] benefits, businesses in this zone receive additional security and maintenance services and human resources development assistance. The zone covers zip codes 11207 and 11208 and borders 11212, 11233 and 11239.

The East Brooklyn In-Place Industrial Park [IPIP] covers 120 acres near the eastern boundary of Brooklyn, within the communities of East New York and Brownsville. There are 100 businesses in the park, including metal fabricators, furniture manufacturers, wholesale distributors of durable goods, and manufacturers of non-ferrous metals. Liaison services between area businesses and city agencies are also available. The IPIP is located in The East Brooklyn Economic Development Zone and standard EDZ benefits- tax and utility savings- are available. The IPIP is contiguous with a New York City Business Improvement District [BID].

The New York State Empire Zone program was created in 1986 to help qualified companies reduce their cost of doing business. North Brooklyn was designated as an Empire Zone in 1998, and recently expanded in 2006 to include parts of Williamsburg and Greenpoint. As an Empire Zone certified business, firms are eligible to claim various credits against their New York State Tax liability. These credits are tied to employment and investment, and are available to industrial and manufacturing businesses located within the zone boundaries. There is a certification process which includes an application, review by a local Zone Administrative Board, and a state review to ensure each application is accurate and each business meets the State

The Greater Hunts Point Chamber of Commerce works for the benefit of more than 700 industrial businesses in Hunts Point, the largest food distribution center in the United States. The GHPCC hosts business seminars and public events aimed at building connections between Hunts Point businesses, and between Hunts Point and other companies interested in doing business with Hunts Point.

The Greater Jamaica Development Corporation {GJDC] supports economic development in the community with a wide range of programs and services. It administers the South Jamaica Empire Zone and the Jamaica Industrial Business Zone [separately described]. GJDC plans public improvements, economic development projects and programs, and works to facilitate development with public and private partners. In addition, GJDC administers several community-based loan funds including the Economic Development Administration Sponsored Loan Fund and the Minority and Women-Owned Business Loan Fund. These loan programs are separately described.

Since 1988, the Hunts Point Economic Development Corporation (HPEDC) has been under contract with the City of New York to manage the Hunts Point  Industrial Park Business Zone. The Hunts Point Industrial Business Zone is home to the largest food distribution center on the east coast. It includes more than 800 businesses and 25,000 employees. HPEDC monitors and coordinates municipal services for the Hunts Point industrial park in partnership with government. HPEDC offers the following services to businesses: area maintenance, ombudsman services, security, real estate assistance, financing, business expansion assistance, waste assessment, and employment services.

The Local Development Corporation of East New York [LDCENY] serves industrial and commercial businesses in the East New York and Brownsville communities. It manages the East Brooklyn Industrial Business Improvement District. Other programs under its management are the the New York State Empire Zones Program, which offers financial incentives to encourage businesses to invest, expand and create more jobs in the EZ, and the Women's Business Center. Services are available in Spanish and English.
