The Bronx Overall Economic Development Corporation (BOEDC), the administrator of the Bronx Empowerment Zone (EZ), offers two loan programs for qualified Bronx Empowerment Zone companies. Both programs offer loans at a very low interest rate and long terms in return for the borrowers commitment to hire Bronx Empowerment Zone residents. The Business Assistance Initiative (BAI) can generally lend up to $1 million to finance up to half of a project's cost. The EZ Loan Fund can finance up to 80% of a project's cost up to loans of $200,000.
This Office offers statistical information about business activity in the borough. It also provides assistance to businesses for location planning. It also assists businesses in dealing with government agencies, and accessing city, state, and federal financial incentive programs. Referrals to appropriate agencies are provided. The Greenpoint Manufacturing & Design Center [GMDC] is the premier nonprofit industrial developer in New York City. Since its inception in 1992, GMDC has rehabilitated six North Brooklyn Manufacturing buildings for occupancy by small manufacturing enterprises, artisans and artists. Currently GMDC owns and manages five of these properties, which together represent more than half a million square feet of space. These buildings are occupied by more than 100 businesses that together employ more than 500 people. GMDC, in addition to managing, maintaining, and improving its properties, actively looks for still more opportunites to uncover underutilized buildings. Crafting public/private financing, engaging staff in building design and reconstruction, and marketing newly renovated spaces to small businesses, manufacturers, and craftspeople. GMDC can influence how unused properties will be reinvented and push its mixed-use agenda. GMDC seeks to position itself as a national model that could be replicated. Keeping light manufacturing and artisans in American cities is paramount to the preservation of buoyant mixed-use communities.

The LICBDC serves as a conduit to an array of business services, grants and incentives. They work closely with the NYC Business Solutions Centers, the NYC Dept. of Small Business Services, NYC Economic Development Corporation, and other City and State agencies. The LIC is one of New York City

The Brooklyn Navy Yard is a modern industrial park with tenants representing a variety of industries like construction, theatrical set design, computer and office supplies, contracting, refrigerated distribution facilities, media communications and promotions, motor overhauling, and metal fabrication. The Empire Zone (EZ) program provides a variety of tax incentives to businesses expanding and creating jobs in targeted areas.
Staten Island is home to two New York State Empire Zones, comprising over 1900 acres in the North Shore and West Shore of the Borough. This program is designed to stimulate business growth in economically distressed areas by providing a host of tax credits, utility discounts, and local incentives to businesses that introduce capital investments and create jobs at a facility located within the Empire Zone. Since its inception, businesses that have taken advantage of the Empire Zone program have invested over $450 million and have created thousands of jobs on Staten Island.
