Partnerships and individuals/sole proprietorships doing business under a name other than their own need a Doing Business As (DBA) Business Certificate. File a Business Certificate form with the County Clerk's Office in the borough where your business is located. The Bronx Overall Economic Development Corporation (BOEDC), the administrator of the Bronx Empowerment Zone (EZ), offers two loan programs for qualified Bronx Empowerment Zone companies. Both programs offer loans at a very low interest rate and long terms in return for the borrowers commitment to hire Bronx Empowerment Zone residents. The Business Assistance Initiative (BAI) can generally lend up to $1 million to finance up to half of a project's cost. The EZ Loan Fund can finance up to 80% of a project's cost up to loans of $200,000.
The BIEE initiative consists of three separate partnership funds: The Bronx Partnership for Electric Transportation, the Bronx Partnership for Environmental Benefit, and the Bronx Partnership for Residential and Commercial Energy Efficiency and New Technology. The goal of the initiative is to demonstrate pathways to a greener Bronx. For-profit companies, non-profit organizations and housing corporations operating in the Bronx are eligible to apply for BIEE funds. BIEE funds can be used for: Implementation of energy-efficient measures, including electric/alternative fuel machinery and equipment; Boiler retrofit; New technology to reduce air pollution and/or cause energy savings, e.g.: green roofs and other greening measures; Solar technology; Wind technology; and Customized energy surveys.

Services to businesses may include human resources consulting, job-candidate screening and customized training for employees. The Brooklyn Army Terminal [BAT]/NY City Biosciences Initiative is in the process of developing near term space for research, laboratory and bio-manufacturing uses. Located along the Brooklyn waterfront - at 140 58th Street and 1st Avenue in the Sunset Park section of Brooklyn - with easy access to Manhattan, Phase I at BAT will be anchored by several academic research and commercial bioscience operations. Phase I is the conversion of 300,000 square feet for research and bio-manufacturing space. Further expansion space exists at the 4.0 million square foot complex. Current tenants include clinical testing laboratories. BAT is located within an Empire Zone which provides certain as-of-right tax benefits.
This Office offers statistical information about business activity in the borough. It also provides assistance to businesses for location planning. It also assists businesses in dealing with government agencies, and accessing city, state, and federal financial incentive programs. Referrals to appropriate agencies are provided. The Brooklyn Public Library Business Library has a reference collection of more than 100,000 volumes, a circulating collection of 30,000 books, internet access, electronic resources, 800 magazines and newspapers, and real estate data. The Business Library provides industry and demographic data, investment information, business directories and free electronic resources available remotely with library card, as well as access to the internet computers. It also houses the Small Business Information Center, which includes sample business plans, books on starting and advancing a business, and free counseling with SCORE, the Service Corps of Retired Executives. The Library regularly hosts educational programs and Wednesday morning tours at 10:15 AM. The Brooklyn Chamber is a non-profit business assistance membership organization.
