The Corporation has a number of economic development programs focusing on employment solutions; commercial revitalization, commercial leasing and rentals, financial and business education; and youth employment and education.

BO$$ is a microloan program that makes funds available to start-ups and existing businesses in northern Manhattan and the western Bronx with fewer than ten employees, and annual sales of less than $500,000. BO$$ focuses on helping micro-entrepreneurs with limited education, English language, and business expertise. BO$$ Micro Loans range from $400 to $50,000, with an interest rate currently at 9.0% annually. BO$$ also offers one-on-one business counseling, business plan review, and referrals. The Childcare Business Development Project helps home-based childcare providers develop and enhance their businesses. Needed services and support in reaching economic self-sufficiency are available to childcare providers including: individualized start-up and operations assistance, practical business training, business and marketing planning, free legal assistance, free tax assistance, access to grants and loans and networking opportunities. These services are designed to help childcare providers establish successful, high-quality, childcare businesses. Two training courses are offered: the 11-week "Child Care Means Business Training," and "Caring for the Future."

A program of the West Brighton Community Local Development Corporation and a member of the Business Outreach Center network, with offices throughout the City, offers free counseling and referrals. After an initial intake and analysis of an ongoing or prospective business, counselors develop a needs assessment and work with clients to identify and take full advantage of appropriate specialized services, programs and financing sources. BOC counselors also provide essential follow-up and look for early warnings of problems, particularly in utilizing loans. Affiliated with the Business Outreach Center Network and sponsored by the West Brighton Community Local Development Corporation, the Staten Island BOC WBC offers a variety of services to small business owners and to entrepreneurs. These services include business plan development, access to financing, energy savings programs, procurement assistance, marketing, and technology workshops. The BOC Women's Business Center (WBC) offers business training, one-on-one counseling and financing resources to help entrepreneurs start and grow their businesses. We offer the following services: One-on-One Counseling, Business start-up/expansion, Access to financing, Business-plan development, Workforce development assistance, legal assistance, Market research/strategies, Import-export information and assistance, Licensing and permit information Product pricing, Procurement assistance and Minority certification. This program assists small, minority, or women-owned construction firms in obtaining surety bonds and working capital for construction contracts. The program also provides individualized counseling, training, and technical assistance in the areas of starting a new business, joint ventures, business planning and development, estimating, and bonding. New York City construction businesses with annual gross receipts within the last three tax years averaging $500K or less, or a heavy construction business with annual gross receipts within the last three tax years averaging $1.5M or less are eligible. The Business Resources and Investments Service Center (BRISC) offers start-up and/or expansion loans to qualified entrepreneurs in Upper Manhattan: $50,000 to $250,000 loan size; Competitive fixed rate; Maximum seven (7) year maturity; and No job creation requirement.
In addition, BRISC's technical assistance programs are available to ensure the sustainability, profitability and growth of small businesses in the Upper Manhattan Empowerment Zone. Technical assistance includes consulting services, workshops, seminars and access to a large

The Bronx Overall Economic Development Corporation (BOEDC), the administrator of the Bronx Empowerment Zone (EZ), offers two loan programs for qualified Bronx Empowerment Zone companies. Both programs offer loans at a very low interest rate and long terms in return for the borrowers commitment to hire Bronx Empowerment Zone residents. The Business Assistance Initiative (BAI) can generally lend up to $1 million to finance up to half of a project's cost. The EZ Loan Fund can finance up to 80% of a project's cost up to loans of $200,000.
