Some are accessible to the public under exceptional circumstances or by appointment only. Any member of the public may visit the Federal depository collections of the libraries that participate in the Federal Library Depository Program. Many of these libraries belong to the Metropolitan New York Library Council (METRO), a nonprofit membership organization of libraries and library systems in the five boroughs of New York City and Westchester County. Users may gain access to METRO members' collections with METRO Referral Cards, (read instructions and restrictions carefully).
